Northern Ireland - Schools Guidance

Paul Givan: I have ordered the immediate removal of trans guidance for schools in Northern Ireland

On Friday, I wrote to the Education Authority (EA) requesting the immediate withdrawal of its current transgender guidance for schools.
I asked that the EA’s policy is reviewed in light of the UK Supreme Court’s judgement in For Women Scotland Ltd v The Scottish Ministers that was handed down on 16 April.
To support this work, reflecting the policy I set out in the assembly in May, my department has provided clear policy principles on this issue to ensure fairness, safety and respect for all children in schools.
It affirms that references to ‘boys’ and ‘girls’ are to be understood as biological males and females. Pupils should use changing rooms and toilet facilities designated for their biological sex and that boys and girls should not share these spaces when in use.
In competitive sports, mixed-sex participation is only permitted where governing bodies have explicitly allowed it. Additionally, the policy confirms that neither pupils nor teachers should be compelled to use pronouns that do not reflect biological sex.
This action reflects my firm belief that education policy must be grounded in both legal clarity and the best interests of children.
Last year, I indicated my intention to review the existing guidance, though that process was paused pending the outcome of the Supreme Court’s decision. Now that the ruling has been made, the legal position is clear: references to ‘sex’ in law are references to biological sex. This has implications for policy and practice across the education sector in Northern Ireland.
The Education Authority’s 2019 guidance, ‘Schools, EOTAS Centres and Youth Services on supporting Transgender Young People’ was always non-statutory – not legally binding. Individual schools have been able to manage these sensitive matters within their own ethos. However, it is now essential that we provide clear, lawful and compassionate leadership in what has become a complex space.
This guidance from the Education Authority said, "where requested, staff should give a transgender pupil access to toilets which match their gender identity, unless there is a good reason not to do so".
That approach, in my view, is inadvisable and legally incorrect. It was written at a time when policies across the western world were being driven by an insidious ideological campaign – one that is now being re-evaluated and reversed within the context of law of the United Kingdom.
After considering the advice I have received, I have concluded that the current Education Authority guidance neither reflects departmental policy nor is it consistent with the law in Northern Ireland.
While many of these issues are best managed at a school level, consistent with the ethos of the school, the department has a duty to set guiding principles.
Unfortunately, the Equality Commission for Northern Ireland, which might have been expected to provide timely guidance, has instead indicated its intention to seek a High Court declaration to clarify how the Supreme Court’s ruling interacts with the Windsor Framework’s Article 2.
In particular, they want to examine whether a different interpretation of ‘sex’ should apply here in Northern Ireland.
I respect the legal process, but I am not willing to delegate this crucial issue of decision making to an organisation which has been far from neutral on many sensitive issues. The commission’s actions have only prolonged uncertainty for schools and families alike.
Last week, I wrote to them suggesting that their course of action was wrong in principle and a waste of court time and public resources generally.
Schools and the wider education system can no longer afford to wait, so I sought independent legal advice to understand the implications of the Supreme Court’s decision and ensure we could move forward with clarity and confidence on a secure legal basis
The issues are difficult, but decisions cannot be deferred indefinitely.
Of course, I am fully aware of the sensitivities involved. This is not about denying the experiences of any individual. We are dealing with real young people, their lives and their futures. Compassion and understanding must underpin our actions. But policy in this area must reflect what is in the best interest of all children and not be driven by what is politically fashionable.
Finally, I want to make a broader constitutional point: in a democracy, it is ministers who are elected to make decisions – not unelected bodies, not campaign groups, and not those who defer difficult issues indefinitely. [ Dusty - my emphasis]
Opposition plays an important role, but accountability lies with those who step up to govern. Those who would voluntarily opt out of government leave the important decisions to others who may not always share their views.
On this and so many other issues I am not prepared to leave such decisions to a UK government that does not always share our views or our values.
Since becoming the Education Minister in February 2024 I have always sought to act in the best interest of children and young people. I do so again today.
This is not an easy issue, but we cannot shy away from it.

Pride In Surrey
Since the imprisonment of their former CEO, Stephen Ireland for raping a child, we have been looking in detail at Pride in Surrey who have, regardless, proceeded with this year’s Pride ( see, for example, a piece in our last update).

Feminist campaigner ‘kicked out of Pride for asking safeguarding questions’ (09 September)
Julie Bindel, a gender-critical campaigner and journalist, said four members of security staff told her to leave Pride in Surrey after she interviewed attendees for a podcast.
The event returned on Saturday for the first time since Stephen Ireland, its co-founder, was jailed for 24 years for raping an “extremely vulnerable” 12-year-old boy he met on Grindr..
Whistleblowers raised safeguarding concerns about Pride in Surrey in 2021, before Ireland committed his sex crimes, and before his eventual arrest in 2024.
Following concerns that whistleblowers were ignored, the council severed ties with the Pride organisation this year, saying: “While we continue to wholeheartedly support the LGBTQ+ community in Surrey, there have been concerns raised about Pride in Surrey as an organisation.”

Robert Thompson
I am not expanding on this at present since I cannot find any further corroboration of the story but thought I had better inform readers of this speculation. I found a piece on an outlet called New Idea but that also did not have firm information. It appears that a Thompson family member who opposed his release from prison hired a private detective to track him down and this is (allegedly) information from the private detective. Watch this space!
For those who don’t know (though this is etched on many of our memories!!), on 12 February 1993 in Merseyside, England, two 10-year-old boys, Robert Thompson and Jon Venables, abducted, tortured, and murdered a two-year-old boy, James Patrick Bulger. Thompson and Venables led James away from the New Strand Shopping Centre in Bootle, where James was visiting shops with his mother. His mutilated body was found on a railway line two and a half miles (four kilometres) away in Walton, Liverpool, two days later. Thompson and Venables were released on licence in 2001 and allowed to change their names. Venables is now back inside after breaching his licence twice. He should stay inside as far as I’m concerned!

People who are critical of transgenderism speak of reaching “peak trans”. This is the moment when you realise that transgenderism has become a dangerous cult. [ Dusty - No, I think this is the moment when you think ‘What the F***!’]
I began to approach peak trans in 2020 while I was reading JK Rowling’s (aka Robert Galbraith’s) crime novel, “Troubled Blood”. This novel was widely condemned as transphobic because it features what one book reviewer described as a “transvestite serial killer”. This same reviewer suggested that Rowling intended “Troubled Blood” to demonstrate that “one can never trust a man in a dress”.
I found this nonsensical. Rowling is only one of many writers who have based their depiction of a fictional serial killer on the behaviour of real-life serial killers, many of whom were men known to have cross-dressed, either for erotic pleasure or to avoid alarming their female victims.
However, it soon became apparent that transgenderists (i.e., people who claim to be transgender and their allies) were primed to attack Rowling’s book, whatever it’s content, because of an essay defending women’s sex-based rights and the safeguarding of children that Rowling had published on social media (https://www.jkrowling.com/opinions/j-k-rowling-writes-about-her-reasons-for-speaking-out-on-sex-and-gender-issues/ ). I read this essay and concluded it is absurd to call it “transphobic” ( i.e., displaying an irrational fear of people who claim to be transgender), so I would have ignored the “Troubled Blood” controversy had it not been for the horrifying way Rowling was attacked by transgenderists on social media.
Photos of Rowling were posted on social media photoshopped to make her look like a severely battered woman in order to illustrate what transgenderists would like to do to her. Social media posts by transgenderists called for and are still calling for Rowling to be spat on, pissed on, slapped, throat punched, kicked, stabbed, shot, stomped to death, killed by a pipe bomb in her mail, sodomised with a broken bottle, choked by “a trans woman’s dick” during forced oral sex and burned with her books. Rowling’s books actually have been burned, and social media posts by transgenderists recording this fascist-inspired act have been ‘liked’ by thousands of people. Stores have been bullied and harassed by transgenderists in an attempt to persuade them to ban all of Rowling’s books, films and, most recently, the video game, “Hogwarts Legacy”. Any woman with the courage to publicly deplore these attempts by transgenderists to intimidate and silence Rowling has also been accused of transphobia and subjected to the same kind of vile online abuse.
I was so shocked by the virulence of the hate speech directed against Rowling and her defenders that I felt compelled to investigate transgenderism using the knowledge of biomedical science and the research skills I’ve acquired during my more than 50 year career as a University academic.

I’d used a bias detection tool called ‘Allsides’ and found heavy bias existed in ABC’s Online NEWS coverage of articles containing gender diversity content.
To put it bluntly, these NEWS articles:
Contained very little objective journalism
Were biased by omission of certain facts
Used opinion statements as fact
Used subjective qualifying adjectives (like ‘wonderful’ or ‘horrid’)
Engaged in sensationalism and emotionalism
In other words, the ABC’s coverage of the gender topic was mainly ‘Opinion’ labelled as NEWS. The articles did NOT belong in the NEWS section, but in an ‘Opinion’ section. At the time of research, an ‘Opinion’ section did not exist.
As a result, I asked for three changes
That the biased gender related articles be moved to an ‘Opinion’ section.
That The ABC relinquish all connection with groups that could influence NEWS or be seen to influence NEWS. Special reference was made to the ACON (Aids Council of NSW) LGBTQA Pride in Diversity programs. The ABC pays to belong to these and gets rewarded for stories/actions that favor LGBTQA ideology.
That ABC NEWS staff and management undertake anti-bias news training.
I’m pleased that the ABC Editorial Division took some notice of my complaint. Adding categories and subsections was helpful. Thank you.
However, the most important request of all in my submission asks the ABC to withdraw from groups that do or may be seen to influence their news. ACON is the big problem here.
As 60 days have passed and I’ve received zilch from Editorial Director Gavin Fang, there’s more work to do.
Now, the complaint and proposed changes go to the Press Council, the ABC Board and the Finance Minister Senator Katy Gallagher. The Finance Minister is responsible for rectifying any breach of The Public Governance, Performance and Accountability Act 2013.
This WILL be interesting.

The state of Minnesota used Child Protective Services to take my child away from me and place her in foster care - all because we wouldn’t affirm her trans identity.
I refused to use a false name or wrong sex pronouns and it was always going to be over my dead body that any harm came to her physical body.
It was only when we got unentangled from the abusive state that my daughter desisted and we were finally able to reclaim her mental health, as I always knew would be the case.
I have spent the years since then trying to wake people up to the dangers of gender ideology, largely to no avail.
People don’t want to hear it. People assume I’m a bigot just for talking about it.
People called me abusive and right wing and a transphobe.
The Minnesota Department of Health Service was warned about this years ago, as were Amy Klobuchar, Tim Walz, Tina Smith, several Democratic and Republican state representatives.
I tried to file reports against the CPS [ Child Protective Services] workers who affirmed my daughter and wasn’t taken seriously. They all knew and they all ignored me.
After the recent shooting, they are all scrambling trying to cover their asses on what their political ideology has caused, fighting online and via the news about who is to blame and whether it’s the guns or the mental illness. Meanwhile, my daughter, who is now very comfortable in her female body and is coming to terms with her same sex attraction, knows she is a girl, just a girl who likes other girls, and she has let go of the trans delusion entirely.
We spent yesterday having the best day with friends at the state fair. We had such a blast. We made good memories just living. We were able to do that because her father and I parented her through the identity crisis. We didn’t give in and let her be in control. She was a kid. What adult in their right mind lets kids run the show?
We told her no. We set limits and boundaries and expectations. We told her we loved her but we would not continue the lie that her teachers and therapists and everyone else told. We told her she was born a girl and will always be a girl. We affirmed her in reality. Don’t get me wrong, she was angry as hell at the time. But now she is thankful and she understands we were trying to protect her.
I want parents in Minnesota to know how badly they are being lied to. Teachers and social workers do not know your child better than you. It is not healthy to affirm mental illness as identity. Doctors don’t know what the hell they are talking about when it comes to gender affirming care. The one thing they do know that they are not telling you is that it is impossible for your child to change sex. We are mammals. Please use your brains.

Thanks to an excellent suggestion from Tenaciously Terfin, we have paused Endpieces for the time being and we are giving Tenaciously and Liz a well earned rest from their hard work. So , since 07 July, we have been running Terf Island Discs.

Hi Dusty, I'm touched by your interest and compliments. I hope your readers won't think this current blog unrelated to our resistance movement.
I'm finding it increasingly hard to be involved and to speak out. I am afraid.
I went to an exhibtion opening in Sydney just over a week ago where I had selected works showing and there was a crossdressing man present. I don't know who he is or what his political beliefs are or whether he claims to be a woman. Some of the artworks on display made explicit postmodernist statements about homosexual oppression and being "queer". I decided to leave quickly after the crossdresser arrived as I felt "triggered"...and feared actually coming in close proximity I might be unable to disguise my outrage. As it turned out, when I was exiting, there was a brief meltdown with a gallery staff and some unjudicious comments were made on my part. There is no knowing if it was related to the outburst but 2 hours later I got an email advising that an art workshop the organisation had solicited from me had not been selected to be a part of their upcoming 2026 education program.
I've been contemplating writing something analysing this experience but putting it in writing will quite possibly generate more consequences that are time consuming and difficult to deal with, and likely to further seal my reputation as a bigot.
I have to admire how women like Kirralee and Sall get through this.

And I agree about the College of Policing in Part One. They are completely captured and are destroying policing in this country. Time to close it down and sack the senior officers who’ve gone along with their insane edicts. I wonder how many are Fabian members? The chaos that they and the Frankfurt School have been engineering for decades has come to fruition especially now that we have a slew of Fabians in govt.
